This followed the decision by the Public-Private Partnership (PPP) committee, rejecting the Project Development Phase(PDP) report for the 459-kilometre road dubbed the Usahihi Expressway.

The committee found that the proposal does not meet the relevant criteria and should be abandoned in accordance with Section 43(11)(c) of the PPP Act, 2021.

"The committee directed that the Contracting Authority consider restructuring the Project to meet the evaluation criteria through expansion of the existing A8 highway," read the committee recommendation in part, as seen the public notice on My Government newspaper on Tuesday, August 12.

The committee recommended the resubmission of the proposal for a fresh determination in line with Section 43(12) of the PPP Act.

Which company submitted Nairobi-Mombasa Expressway proposal

The Privately Initiated Proposal (PIP) was submitted by Everstrong Capital Kenya Limited in May 2025.

The company sought to design, build, finance, operate, maintain and transfer the Nairobi-Mombasa Expressway (Usahihi) Road Project under a Public-Private Partnership (PPP) model.

The road is expected to start from Mlolongo in Machakos County to Bonje in Mombasa County.

Is Nairobi-Mombasa Expressway project part of Kenya-US deals?

In May 2024, President William Ruto signed the $3.6 billion (KSh 464.9 billion, based on the current exchange rate) deal with the US firm to construct the road.

The four to six-lane carriageway was expected to ease traffic along the busy Nairobi-Mombasa route.

Payment for the project was supposed to be realised through toll payments to Everstrong Capital

The deal was signed during the head of state's visit to the United States (US) in May 2024, during which he signed other mega project deals with American investors and companies, including Coca-Cola.
