Kalonzo’s concerns came in the wake of Ruto’s controversial directive for police to shoot and incapacitate individuals accused of disturbing public order.

The remarks, made during a public address, echoed a prior statement by Interior Cabinet Secretary Kipchumba Murkomen, who had also urged law enforcers to shoot to kill anyone invading police stations.

In an interview with TV47 on Wednesday, July 9, Kalonzo criticised Ruto’s posture, saying his words reflected a growing trend of state-sponsored repression.

“Now he says shoot them in the legs. I wonder. I think there is something basically wrong with the president himself. I want to say the president has become a national security risk,” Kalonzo said.

What prompted Kalonzo’s warning to Ruto?

Kalonzo questioned how a sitting president, who swore to uphold the Constitution, could be the one publicly endorsing violence that clearly contravenes the law.

He warned that such statements are not only unconstitutional but also embolden law enforcement to act with impunity.

He referenced recent incidents, including the tragic case of a schoolgirl who was reportedly killed by a stray bullet while watching television at home.

He further claimed that police were increasingly using live ammunition in residential areas, making Ruto’s “shoot the legs” instruction functionally equivalent to a shoot-to-kill order.

"Because of that statement alone, the president has moved from being the head of state to a national security risk. So the country is in great danger," Kalonzo added.

Kalonzo links Ruto's "shoot the legs" order to wider unrest

The opposition politician also lamented the brutality displayed during recent anti-government protests, which saw the deaths of several civilians and the destruction of property.

He blamed what he termed as “state-funded goonism” for the violence, suggesting that rogue elements had been deliberately unleashed to create the false impression that young protesters were to blame.

“It is a very shameful thing. We keep on telling the Ruto administration that this is how Haiti began,” he warned, referencing the Caribbean nation’s collapse into chaos partly due to political militias and unchecked police violence.

Kalonzo urged Ruto to tone down his rhetoric and remember his role as the chief administrator of the nation.
