Questions as KeNHA, KeRRA Director Generals Resign from Their Posts on Same Day

The joint resignation of the Kenya National Highways Authority (KeNHA) and Kenya Rural Roads Authority (KeRRA) bosses has sparked reactions among Kenyans.

The director generals of the two agencies tendered their resignations within a similar timeline.
KeRRA's Philemon Kandie requested the board to allow him to proceed on his 45-day annual leave preceding his exit.

"This letter serves as a formal notification of my resignation from the position of Director General at Kenya Rural Roads Authority, giving a notice of 3 months effective 11 July 2025, with my last day of employment being 10 October 2025. I wish to proceed on my 45 days' annual leave during the period of my notice, effective 14th July 2025," Kandie's letter addressed to KeRRA chairman Anthony Mwaura.
"I am committed to ensuring a smooth transition during this period and take this opportunity to express my sincere gratitude to the Board of KERRA for the support and incredible journey throughout my tenure. I wish everyone in the team much success in the years to come," it added.
On the other hand, the KeNHA board accepted the resignation of Kungu Ndungu as the agency's director general.
"The Board of Directors hereby announces acceptance of the resignation of Eng. Kungu Ndungu, Director General of the Kenya National Highways Authority, effective 11th July, 2025,"
Luka Kimeli was appointed to be KeNHA's director general in an acting capacity.
How Kenyans reacted to KeNHA, KeRRA boss's resignations
Questions abound as to whether the resignations were voluntary or concealed dismissals.
Other quarters suspected there could be a scandal in the offing in which the two could supposedly be implicated.

The resignations happened days after that of former Gatundu South MP Moses Kuria.
Kuria had been serving as a senior advisor within President William Ruto's Council of Economic Advisors, a position he held for nearly a year.
Why did Moses Kuria resign from government?
In his resignation message to the president, Kuria mentioned his decision was driven by a desire to explore personal ambitions.
He shared that Ruto had graciously accepted his decision to quit, thanking him for trusting him with influential government roles.
Throughout his time in Ruto’s administration, Kuria held a host of top positions.
He began as Cabinet Secretary for Trade and Industry in September 2022 and continued until October 2023.
He was then reassigned to head the Public Service ministry, where he served until July 2024.
Kuria was among those fired from the Cabinet following Ruto's reshuffling of the Cabinet in July last year amid youth-led protests.
Despite his firing, Kuria returned to government in August 2024 when Ruto appointed him as a senior advisor in the Economic Council.
Kuria remained in that advisory capacity until his resignation, 11 months later.
He took pride in championing Ruto’s Bottom-Up Economic Transformation Agenda (BETA), noting that he applied his expertise in each of the capacities he served to help drive the administration's vision forward.
