DCI Links Patrick Osoi, Shakur to Terrorism after Launching Fighting Brutality and Impunity Movement

On Wednesday, July 30, the DCI issued a statement regarding the arrest of two members of the recently launched Fighting Brutality and Impunity (FBI) movement.

Where was Patrick Osoi arrested?

Detectives said Patrick Nyambaka Osoi, a former Kenya Defence Forces (KDF) officer and a founding member of the FBI, was also arrested during a well-coordinated operation along Lang’ata Road.

DCI has now disclosed that Osoi and Shakur are being investigated over possible links to terrorism.

"Two Fighting Brutality and Impunity members are in custody as detectives probe terror links," DCI said.

Osoi is being detained at Muthaiga Police Station pending a court ruling on custodial orders after he was arraigned at the Kahawa Law Courts.

Is Cop Shakur linked to terrorism?

According to the DCI, Osoi is facing charges under the Prevention of Terrorism Act, 2012, and for being in possession of a firearm.

"Osoi was today arraigned at the Kahawa Law Courts, where he faced charges under the Prevention of Terrorism Act, 2012, and for being in possession of a firearm, among other offences. He is currently being held at Muthaiga Police Station, pending a court ruling on custodial orders scheduled for tomorrow, July 31, 2025," DCI stated in a tweet.

DCI disclosed that Cop Shakur was apprehended in Kahawa West and was found in possession of a red beret bearing the 'FBI' symbol.

He is expected to be arraigned at Kahawa Law Courts, where he will also face terror charges.

"In a related development, Jackson Kuria Kihara, alias Cop Shakur, was also arrested in Kahawa West in connection with the same offences. At the time of arrest, he was found in possession of a red beret bearing the ‘FBI’ symbol. Kihara will be arraigned at the Kahawa Law Courts tomorrow, July 31, 2025," DCI disclosed.

What does the FBI movement stand for?

As reported earlier, Osoi told TUKO.co.ke that the FBI movement seeks to stand in solidarity with Kenyans who have suffered at the hands of rogue police officers acting on illegal orders, as well as with law enforcement agents who have been sidelined or victimised for taking a stand against injustice.

Osoi, a 2027 presidential hopeful, said the movement will fight for the rights of Kenyans amid rising cases of police brutality.

The movement was formed days after the Independent Policing Oversight Authority (IPOA) disclosed that over 60 Kenyans were killed by police during recent anti-government protests.
