On Wednesday, August 13, Mosiria toured Pipeline, where he experienced what he termed the deplorable conditions tenants are subjected to by landlords.

How landlords neglect tenants in Pipeline

Responding to a complaint, Mosiria discovered that the blocked toilets in one of the apartments had caused sewage to spill into bathrooms, creating an unbearable stench.

He condemned the apartment, which houses numerous families, as exposing many people to serious health risks.

Mosiria wondered why some property managers had failed to take the necessary action even after discovering that the main sewer had broken.

"Today in Pipeline, Embakasi South, I was shocked to witness the deplorable conditions tenants are being subjected to by a negligent landlord. Blocked toilets have caused raw sewage to spill across floors and into bathrooms, creating an unbearable stench throughout the apartment building. The main sewer line has clearly failed, yet the landlords have taken no action to address the situation. This apartment complex houses numerous families, including young children, who are now exposed to serious health risks due to the unsanitary conditions," Mosiria stated.

Did Mosiria take action against Pipeline landlords?

The youthful county official vowed to take action against the management of the apartment, insisting that such neglect is both unacceptable and dangerous.

He directed all apartment management in the area to comply with health and safety standards without delay.

"Such neglect is both unacceptable and dangerous. I personally responded to complaints from distressed tenants and assured them that immediate action would be taken. We will hold the apartment management accountable and ensure they comply with health and safety standards without delay," he stated.

Why is Pipeline Estate dirty?

Still, in the Pipeline area, Mosiria decried the high level of impunity being exhibited by landlords in the populous estate.

On July 16, Mosiria led a cleanup in Pipeline Estate, revealing that tenants were irresponsibly dumping garbage on the roads due to landlords' failure to hire licensed garbage collectors.

He announced that Governor Johnson Sakaja's administration will launch an operation to ensure landlords, caretakers and agents in the area are held accountable for engaging in illegal dumping of garbage.

Mosiria stated that the area had been severely affected by irresponsible dumping on the roads, with some landlords contributing significantly to the deterioration of the estate’s environment.

He said going forward, the county inspectorate team will closely monitor the estate and strictly enforce regulations. Anyone found dumping illegally will face serious consequences.
