The president recently made adjustments to Kenya’s diplomatic postings, which included both new appointments and reassignments.
Ruwange, who had served as Kenya’s envoy to Saudi Arabia for nearly two years, has now been posted as Consul General in Arusha, Tanzania.
Ambassador Joseph Musyoka Masila will replace him in Riyadh.
During his tenure in Saudi Arabia, Ruwange played a key role in advocating for Stephen Munyakho, a Kenyan national facing capital punishment following a murder conviction.
Diplomatic affairs journalist Mwangi Maina suggested that the move resembled a demotion, noting that the consul general position holds a lower diplomatic status than that of an ambassador.
However, Sing'oei emphasised that the reassignment was part of a broader strategic plan.

He explained that Ruwange was selected to spearhead Kenya’s engagement within the East African Community.
In his new capacity, Ruwange will be responsible for consular duties and trade relations for Kenyans in Tanzania — a more limited portfolio compared to his previous ambassadorial role.
