The incident, which occurred in full view of the crowd, resulted in the arrest of three young men, all from the Kuria West Sub-county.
Ruto was on the final leg of his tour in Migori County, having earlier presided over a well-attended interdenominational church service at Kadika Primary School Grounds in Suna East Constituency.
Accompanied by Migori governor Ochilo Ayacko and other local leaders, Ruto used the platform to rally support for his administration's ongoing development projects in the region.
He later launched the construction of the Piny Oyie Technical Training Institute in Suna West and addressed various development plans, including rural electrification and infrastructure upgrades along Lake Victoria’s shores.
However, the tone of the visit shifted during the Kuria West stopover, where as the president delivered his speech to a packed audience, a sudden commotion near the dais drew attention.
Eyewitnesses described a loud disruption followed by the shocking sight of an object, a shoe, being flung toward Ruto.
Who were arrested in Migori over shoe incident?
Swift police action led to the identification and arrest of the primary suspect, Paul Mutongori Marwa, an 18-year-old from the Komasincha area.
According to a police report seen by TUKO.co.ke, Marwa was arrested that evening at Smile Bar in Kehancha town.
The police from Kehancha Police Station stated that Marwa is the individual seen in video footage throwing the shoe at the President.
Two other individuals, Ezron Muhurai Mwita, 22, and Nicholas Sangonyi Mwita, 20, were also arrested at the same location.

Authorities said the two were actively heckling the president during his address and causing unrest within the crowd.
"The second and third were heckling while the head of state was delivering his speech," police stated.
All three suspects, who belong to the Kuria ethnic group, are being investigated by officers from the Directorate of Criminal Investigations (DCI) in Kuria West.
"This is a follow-up on the incident report during the presidential visit. The following three suspects have been arrested and are aiding in investigations," read part of the police report.

Elsewhere, Businessman Sam Mburu offered to gift the man who hit Ruto a real smartphone to support his content creation aspirations.
Dennis Itumbi emphasised that the act was not malicious but a playful gesture that was misinterpreted.
Ruto, recognising the misunderstanding, called for the release of those initially arrested in connection with the incident.
