Treasury Intern Among 4 Employees Arrested Over KSh 10.5m Graft Deal

The Ethics and Anti-Corruption Commission (EACC) has announced the arrest of four National Treasury employees, including an intern.

According to a statement issued by the EACC on Thursday, July 17, the four were taken into custody over a KSh 10.5 million graft deal.

"The Ethics and Anti-Corruption Commission (EACC) has today, Thursday, 17th July 2025, arrested four (4) employees of the National Treasury, Pensions Department, following numerous bribery allegations at the Department," the EACC statement read in part.

How did EACC arrest 4 Treasury employees?

The EACC stated that they launched a two-month undercover investigation following the allegations that led to the arrest of the suspects.

The commission identified the suspects as Wilkens Muhando Mugatsia, an intern at the Pensions Department, Henry Odhaimbo Otira, senior pensions officer, Catherine Muthoni Murage, senior pensions officer and Byrson Mark, chief clerical officer.

"Preliminary investigations have established a criminal syndicate involving pension officials who have been extorting members of the public seeking services at the Pensions Department. It is alleged that the officials demand payment of bribes through a paybill account operated by one Wilkens Muhando Mugatsia, an intern at the Pensions Department, in return for expedited services," EACC further stated.

How was Treasury intern used to collect KSh 10.5m?

According to the EACC, they discovered that a total of KSh 10,523,044 had been transacted through the said paybill number, with the suspects allegedly receiving the funds.

The commission was also able to establish that the paybill number was allegedly registered under Muhando's mother's name.

"The suspects are being processed at Integrity Centre Police Station and will be escorted later to Kilimani Police Station pending investigations," EACC added.

The commission further affirmed its commitment to fighting corruption cases like bribery at service delivery points in a bid to restore public trust and ensure that Kenyans get access to quality services.

EACC recovers KSh 39m from Treasury officials

This comes weeks after EACC announced the recovery of KSh 39 million from two National Treasury officers.

The commission stated that the officials were involved in the fraudulent payment of allowances that were never approved.

The High Court had issued a verdict on June 4 declaring that Robert Theuri Murage and Doris Nafula Simiyu had illegally received public funds disguised as allowances.

An investigation carried out by the commission showed that employees received multiple and overlapping payments for committees and task forces.

The said payments were made without the approval of the Salaries and Remuneration Commission, and the justification was based on outdated circulars.
