His colleague, Constable Kevin Omondi, is the prime suspect in the killing.
Siele explained that initial reports from Omondi suggested that the deceased officer had taken his own life.
However, after a closer probe, investigators dismissed the claim, linking the officer’s death to foul play.
"Residents told us that at around 8 or 9 at night, they did not know what had happened or where it had taken place. At around 4 in the morning, they heard different gunshots, and when they tried to check, they found that the officer who had died had been shot in the head. He was shot in the face, and the bullet exited through the back of his head, and he was lying down," Siele explained.
How did Luanda police know their colleague was killed
Detectives who visited the scene found both firearms, one belonging to the deceased officer and the other to the suspect.
Ballistic analysis and witness accounts ruled out the possibility of suicide, confirming that Samoei was killed.
"We found both firearms: the one belonging to the officer who had made the call and that of the deceased. As the investigation went on, it was established that the officer had not taken his own life but had been killed, and we suspect the colleague who was with him, the one who made the call," Siele added.
Omondi, who had switched off his phone and gone missing shortly after the incident, is now being hunted by security agencies.
The killing has raised questions within the police service and unsettled residents of Vihiga, who described the death as senseless.

Luanda residents expressed deep sadness, saying the killing undermined the trust they placed in law enforcement officers.
"We are saddened by what has happened here because we know that police officers are our protectors. It was not wise for an officer to kill his colleague. We are deeply saddened. The government of Kenya should look into this matter and address such issues," said a resident, Thomas Okwako.
