The exposé highlighted alleged atrocities by security forces against protesters during the June 2024 anti-finance bill demonstrations

In a video shared on his Instagram account, Njiraini expressed concern that some MPs are making reckless and inflammatory statements in response to the exposé, which has already stirred public discourse.

“It was very interesting seeing Members of Parliament criticising the BBC over its Blood Parliament documentary,” Njiraini said. “It’s interesting because one of the MPs had previously made a controversial statement and was forced to apologise—yet he’s at it again. What they need to understand is that they are fueling more anger among Kenyans.”

Njiraini cautioned that the documentary merely presents factual accounts, and leaders should focus on the revelations rather than attacking the messenger.

“We should not read too much into it. We’ve simply been told what happened, and by whom. So our leaders should be very careful about what they say in response. Otherwise, they risk sparking anger again, especially among the youth,” he warned.

His comments come at a time when public attention is turning once more to government policy, with the Finance Bill 2025 under scrutiny.

Njiraini drew parallels with the June 2024 protests, which erupted over controversial tax proposals in the previous finance bill and resulted in widespread demonstrations.

“We don’t need to head back there,” he cautioned, referring to the unrest. “2027 is coming. We need changes, massive changes.”

Has Finance Bill 2025 been approved?

On Tuesday, April 29, President William Ruto’s Cabinet approved the Finance Bill 2025 and endorsed revisions to the proposed KSh 4.3 trillion budget to reduce the fiscal deficit.

The Cabinet resolved to implement austerity measures ahead of submitting the revised estimates to Parliament, targeting a reduced fiscal gap of 4.5% of GDP in FY 2025/26.

According to a dispatch from Cabinet, the bill seeks to boost tax administration efficiency without introducing major tax hikes. Key proposals include immediate tax deductions for small businesses on tools and equipment, full tax exemptions on retirees’ gratuity payments, and streamlined PAYE relief for employees.

Additionally, the Cabinet approved amendments to the Public Finance Management Act to compel counties to set up emergency funds, an adjustment informed by lessons from the 2023 El Niño floods.
