Ndindi Nyoro, Babu Owino Top List of Best Performing MPs in New Survey

A new survey has ranked Ndindi Nyoro as the best-performing legislator in the 13th parliament.

The study by Kenya Track was based on the utilisation of the National Government Constituencies Development Fund (NG-CDF) kitty.
Why Ndindi Nyoro is the best-performing MP
The lawmakers were reviewed in terms of how transparent and accountable they are while managing the kitty.

Other criteria included how the funds are utilised in educational support through allocations on bursaries, school infrastructure, and learning materials; and infrastructural development such as roads, water, electricity, and public amenities.
In all those aspects, Nyoro scored 82.4% in his constituency.
Embakasi East's Babu Owino trailed in second place with 72.2% on NG CDF transparency and accountability.
Other lawmakers outdoing themselves in proper management of the funds are Taveta's John Bwire (70.5%), Peter Salasya of Mumias East (70.1%), Mooiben's Phylis Bartoo (68.5%), Kigumo's Joseph Munyoro (67.4%), Machele Mohamed of Mvita (66.2%), Githunguri's Gathoni Wamuchomba (65.1%) and Mark Mwenye of Embakasi West (66.4%).
Others are Muhia Wanjiku of Kipipiri (66%), Kikuyu's Kimani Ichung'wah (65.9%), Mark Nyamita of Uriri (65.3%), Silvanus Osoro of South Mugirango (64%), Makueni's Suzanne Kiamba (63.7%), and Mohamed Abdikheir of Lafey (59.2%).
The findings were arrived at after over 5,400 people above the age of 18 were interviewed.
They posted a margin of error of +/ -1.554%, and a confidence degree of 94%.
The respondents submitted their views through telephonic methods.

Meanwhile, as the debate on the validity of the National Government Constituency Development Fund (NG-CDF) rages on, Nyoro wants the kitty allocated more resources.
He urged the national government to bolster the funding for the NG-CDF as well as the county bursary programmes.

The lawmaker, who served as the chairman of the Budget Appropriations Committee until recently, asked the state to prioritise education in the budget for the 2025/26 fiscal year.
Nyoro explained that contrary to the assertion that the NG-CDF is an investment for the MPs, it plays a vital role in supporting needy students, calling for more resources.
He further implored the Controller of Budget to okay the county governors to continue issuing bursaries.
Nyoro warned that any move to sabotage the issuance of the bursaries would leave many families in disarray.
According to him, the debate on whether or not the kitty is valid is of no importance to the ordinary citizenry.
Why Raila Odinga is against NG CDF
ODM leader Raila Odinga is among those wanting the kitty to be abolished.
He often blames the MPs for their greed, saying they are striving to secure the funds while denying more funds to the counties.
According to Raila, the MPs overstep their mandate by holding onto the funds, yet their roles are limited to representation, legislation, and oversight.
