The veteran opposition leader said progress can only be achieved if all parties come to the table and resolve the pressing issues, including unemployment.
However, on Wednesday, July 9, Kibwana bluntly dismissed the former prime minister's proposal.
According to the former Makueni governor, Raila no longer inspires hope among the majority of Kenyans like in the past.
Can Raila Odinga take Kenyans to the promised land?
"Once, Raila Odinga, you were our Moses, the beacon of hope and the promise of a better Kenya. But now, you can no longer lead us to the Promised Land. You are trapped in the shackles of a Pharaonic Egypt, unable to free the people you once fought for," Kibwana said in a Facebook post.
Kibwana argued that a new generation has arisen with the aim of meaningful change and not empty dialogue like the one being advocated by the former prime minister.
"A new generation of progressive Joshua's and Caleb's is rising to lead. Ask the Pope about conclaves, genuine change is often born from within. Kenyans deserve more than empty dialogues. We demand our own People’s National Convention, one that reflects the true will of the people, not the illusion of progress," he added.

Should William Ruto resign?
In other news, People's Liberation Party (PLP) leader Martha Karua called on President William Ruto's Kenya Kwanza government to relinquish power.
In a bold statement, Karua asked Ruto's administration to resign or risk being pushed out by the will of the people.
During an interview on Citizen TV on Tuesday, July 8, the former Justice minister accused the Kenya Kwanza administration of violating the Constitution, suppressing dissent, and fuelling national unrest.
Karua said citizens have a right to demand the resignation of leaders who allegedly no longer govern within the bounds of the law.
The fierce politician and senior counsel also responded to Ruto’s recent rhetorical question asking, 'Where do they want me to go?' following chants of 'Ruto must go' during the latest protests.
According to Karua, the ongoing unrest in the country is a clear sign that Kenyans are tired with Ruto's leadership.
