Dhadho Godhana, Anne Waiguru Named Among Top Performing Governors in Latest Kenya Track Survey

A new survey has shone a light on governors who are making impact through visible, people-driven development in their counties.

The poll, conducted by Kenya Track Survey and seen by TUKO.co.ke, ranked ten county bosses for exemplary service delivery in areas such as health, infrastructure, food security, urban development and youth empowerment.

Who are the top performing governors in Kenya?

1. Dhadho Godhana – Tana River

Tana River governor Dhadho Godhana emerged among the top performers for championing transformative projects that address healthcare, agriculture, urbanisation and access to clean water.

His government has prioritised holistic improvement, with one of the standout achievements being the modernisation of Hola Hospital.

The facility now features a High Dependency Unit, an expanded maternity wing, and a fully operational dialysis unit.

His administration has also launched food security programmes in collaboration with the Food and Agriculture Organization (FAO), and is implementing the Agro‑City urban development plan through a partnership with Canadian firm ConKrite.

2. Anne Waiguru – Kirinyaga

Kirinyaga governor Anne Waiguru was praised for strengthening agriculture and youth skills.

Her administration has rolled out the Wezesha Programme, which provides farmers with essential inputs and access to markets.

She has also overseen upgrades to the Kerugoya Referral Hospital and invested in innovation hubs to help young people access digital tools and entrepreneurship training.

3. Irungu Kang’ata – Murang’a

Murang’a governor Irungu Kang’ata stood out for transforming road infrastructure, which has boosted trade and eased rural transport.

His administration established a dialysis centre at the county referral hospital, expanded community health outreach, and introduced scholarships for needy learners.

The poll also noted his deliberate focus on youth empowerment and improving access to basic healthcare.

4. Abdi Guyo – Isiolo

In the arid and semi-arid lands of Isiolo, Governor Abdi Guyo has focused on drilling boreholes and expanding pipelines to improve access to clean water.

His government has improved livestock markets and built modern slaughterhouses to support local pastoral economies.

Peace-building programmes have also helped reduce inter-communal conflict and promote unity among pastoralist communities.

5. Susan Kihika – Nakuru

Nakuru's Susan Kihika was recognised for upgrading Nakuru Level 5 Hospital into a teaching and referral facility, significantly improving healthcare delivery in the region.

Her administration has also invested in affordable housing to ease urban congestion and rehabilitated key roads to support rural trade and movement.

6. Kimani Wamatangi – Kiambu

Governor Kimani Wamatangi’s tenure in Kiambu has been marked by aggressive road tarmacking initiatives, expanded healthcare services through upgraded facilities, and the rollout of modern waste collection and recycling systems that have improved urban sanitation.

7. Johnson Sakaja – Nairobi

In the capital, Governor Johnson Sakaja has enhanced basic education through a school feeding programme that reaches thousands of public primary school pupils.

He has also introduced non-motorised transport systems and improved solid waste management to address long-standing issues in the city’s urban planning.

8. Abdulswamad Sherrif – Mombasa

Mombasa has seen major improvements under Governor Abdulswamad Sherrif, especially in flood control and drainage works.

His administration has focused on upgrading road networks, promoting the blue economy to boost youth employment, and enhancing healthcare through expanded services at the Coast General Teaching and Referral Hospital.

9. Fernandes Barasa – Kakamega

Kakamega Governor Fernandes Barasa was lauded for pushing the completion of Bukhungu Stadium to promote sports and attract tourism.

His administration has also rolled out rural electrification projects and invested in farm mechanisation to raise agricultural productivity and improve household incomes.

10. Gladys Wanga – Homa Bay

Homa Bay Governor Gladys Wanga has invested heavily in roads and bridges to connect remote fishing communities, boosting trade and access to services.

Her government has also modernised the county referral hospital and ramped up fish farming and other blue economy initiatives to support livelihoods and food security.

Who are the best performing CSs?

Kenya Track Survey previously released a report ranking Cabinet secretaries in President William Ruto’s government based on public opinion across all 47 counties.

The survey, which polled over 8,500 respondents between June and July, placed Public Service CS Geoffrey Ruku at the top for rolling out reforms aimed at streamlining government service delivery and enhancing transparency.

Health CS Aden Duale came in second for his role in strengthening healthcare systems and expanding access through Universal Health Coverage.

He was followed by Blue Economy CS Hassan Joho, who earned praise for creating jobs through mineral processing and boosting maritime development.
