Nairobi - President William Ruto's senior advisor on Constitutional Affairs and Human Rights, Makau Mutua, has defended the government's plan to compensate victims of protests and riots.

In a tweet on Sunday, August 10, Mutua hit out at the opposition leaders opposed to the recent plans by Ruto to compensate anti-government protest victims.
Mutua slammed Wiper Patriotic Front party leader Kalonzo Musyoka and his DAP-K counterpart Eugene Wamalwa for opposing a noble idea.

According to Mutua, the opposition leaders are worried that Ruto might get credit for compensating victims of past protests.
"I see some rich and powerful politicians together with their acolytes opposing compensation, which ironically they have been calling for. Their opposition for compensation is cynical and driven by nothing but their greed for power. They fear that this noble act by the government will heal the nation in the credit of President Ruto. They hate the President so much that they would rather deny victims and their families recompense to ease their pain and bring a measure of justice," Mutua said.
The constitutional scholar accused the opposition of playing with the emotions of the victims and their victims.
"This is playing cruel and callous politics with our vulnerable citizens. I say this to Stephen Musyoka, Eugene Wamalwa and Kivutha Kibwana — stop the hypocrisy and toying with the emotions of victims and their families. Your beef with the government and lust for power shouldn’t blind you to the suffering of the victims. It stretches credulity to question the proper and legal route used to set up the compensation mechanism," he added.
Mutua dismissed the argument that Ruto was contravening the 2010 Constitution by forming a team to spearhead the compensation.
"This is nothing but legal paganism. An executive order or proclamation to set up the compensation mechanism perfectly comports with the 2010 constitution and its Bill of Rights. It’s a universally accepted legal device to do so. Stop being nattering nabobs of negativism!" Ruto's advisor stated.
