Moses Kuria Names People Allegedly Exploiting Raila Odinga Amid Growing Political Tensions

Former Trade Cabinet secretary Moses Kuria has weighed in on proposed policy changes, alleging that ODM leader Raila Odinga is being exploited.

His remarks revolved around the ongoing debate over certain policies, including the National Government Constituencies Development Fund (NG-CDF), which Raila demanded that it be managed by counties.

Speaking on the matters during an interview with Citizen TV on Tuesday, August 19, Kuria argued that NG-CDF remains the only devolved fund with no operational costs, insisting that 'every shilling goes back to the people.'

He further suggested that the issue should be subjected to a referendum.

Who are misusing Raila?

The former CS alleged that Raila is being misused by two categories of people, including political hopefuls seeking positions and leaders from his political base.

“My good friend Raila is being misused. The first category believes that as long as you have Baba, you have the solution to everything. Baba is not mwarubaini and cannot cure all diseases. Society has changed, and that reality is about to crumble,” Kuria said, cautioning the ruling UDA party not to treat Raila as a cure-all figure, regarding its pact with ODM.

He accused governors of forming the second group, claiming they are exploiting Raila to push for certain policy changes.

“Governors should stop using Baba as an influencer for policy changes. He is our statesman, not an influencer,” Kuria remarked, citing Raila’s stance that governors should not be summoned.

He faulted retired president Uhuru Kenyatta for relying on Raila during his second term, saying the same mistake is now being repeated with 2027 political interests in mind.

Did former presidents engage Raila?

The politician added that nearly all presidents had engaged Raila at some point, citing Daniel Moi’s cooperation, Mwai Kibaki’s grand coalition, Uhuru’s handshake, and now Ruto’s broad-based government.

Kuria, who also revealed he will vie for an elective seat in 2027, said:

“I was clinging to the hope that the NADCO process will culminate in a referendum, most likely as the seventh ballot during the 2027 General Election. Why? Because, as I have said before, we have a malignant tumour in our body politic, which we keep trying to heal through anaesthesia such as Handshake, broad-based, etc., ad infinitum, ad nauseam. We are treading on a trodden path littered with corpses like BBI. The last chapter of NADCO will be a replica of BBI."

Why did ODM-UDA hold joint meeting?

Meanwhile, Kuria faulted the joint Parliamentary Group meeting between UDA and ODM, claiming it sidelined other Kenya Kwanza and Azimio partners.

He said the session undermined inclusivity by leaving out constituent parties from both coalitions.

The meeting was convened to deliberate on political collaboration and matters of devolution. It also reviewed the March 2025 Memorandum of Understanding and discussed the NADCO report.
