The two North London rivals met at the Kai Tak Sports Park in Hong Kong, the first time the game was held outside of England.
It was also Thomas Frank's first derby in charge of Tottenham after replacing the sacked Ange Postecoglou this summer. Spurs CEO Daniel Levy sacked Postecoglou, who won the club's first trophy in 17 years.
Pape Matar Sarr scored the only goal of the game after chipping the ball from near the halfway line.
Arsenal tried to come back into the game, even bringing their new signing, Viktor Gyokeres, but couldn't break down a well-drilled Spurs side.
Romero embarrasses Havertz
Apart from the result and Gyokeres' debut, the other major talking point in the game was Christian Romero leaving Havertz for dead with a sublime skill.
The German forward attempted to play in Bukayo Saka, but the ball was cut out by Romero.
As Havertz attempted to close him down, the World Cup-winning defender beautifully nutmegged him and skipped easily past him.
Havertz slid through and caught Djed Spence high, but luckily didn't injure the Harambee Stars-eligible player.
Spence was born in England to a Jamaican father and a mother with Kenyan roots.
He can still play for Harambee Stars if he switches allegiances, as he has yet to play for England or Jamaica's senior side.
Despite the injury scare, Spence was one of the three players who played the entire 90 minutes.
Havertz was later replaced by Gyokeres in the 77th minute, while Romero made way for Kevin Danso in the 63rd minute.
Speaking after the game, Frank lauded his side's defensive acumen in the entire game.
"Yes, it is a friendly, but it’s also a very competitive match. I said before the game that games against Arsenal are never ‘friendly’. It means everything," said the former Brentford manager as captured on Tottenham's website.
“I have to give respect to both teams for their competitiveness in the game. It was very competitive. I was extremely happy with our first half; that first half was completely even. In many ways, I loved the way the team performed, and throughout the game, the defensive structure was top-notch"
Tottenham aim dig at Arsenal after Hong Kong win
In a related report, Tottenham took a swipe at Arsenal after winning the preseason friendly.
The Lilywhites referenced their recent triumph in the Europa League, with many convinced it was a dig at their rivals, who have gone for over five years without winning a trophy.
Tottenham were given a trophy at the end of the game, which captain Heung-min Son lifted.
