The head of state visited several stands as he opened the conference, stating that devolution had grown significantly in the 12 years since the promulgation of the current constitution.

Ruto mentioned that all payments to counties had been cleared, and disbursements had been made on time.

He further stated that counties were being supported to digitise operations, boost efficiency, and reduce the wastage of public resources.

Still in Homa Bay and on matters of politicians' kids, Ida Odinga demonstrated a mother’s care by personally going to pick up her daughter, Winnie, from the Tom Mboya University.

A video circulating online showed Ida arriving in a striking blue helicopter, with a security aide nearby, while Wanga greeted her.

Winnie, a member of the East African Legislative Assembly, joined her mother inside the chopper, both sharing a brief conversation before the aircraft lifted off.
