James Orengo's Deputy Breaks Silence, Hints Governor Is Away: "I Stand Ready"

Siaya deputy governor James Oduol has spoken out following growing speculation over the governor’s continued absence from office.

In a statement issued on Tuesday, August 5, Oduol acknowledged the governor’s temporary absence and addressed Siaya residents, pledging his loyalty and commitment to constitutional leadership.

"In light of recent developments and the governor’s temporary absence from office, I wish to address you with utmost respect and a steadfast commitment to constitutionalism and responsible leadership," he said.

He noted that his role as deputy governor is clearly defined under Article 179 of the Constitution, which sets out the structure of the County Executive Committee.

He reaffirmed his position as the principal assistant to the governor and expressed unwavering support for Orengo’s leadership and mandate.

Oduol warns county assembly from assuming Orengo's role

The deputy governor went on to issue a stern warning to the Siaya county assembly, cautioning it against engaging in the administrative roles reserved for the governor.

He reminded the assembly of its constitutional limits, urging it to focus solely on its legislative and oversight functions.

"I call upon all leaders and institutions, specifically the Speaker of the County Assembly George Okode, to respect this separation of powers and to safeguard the institutional boundaries that ensure good governance and constitutional order," Oduol stated.

He further reminded county staff and officials that their actions must align with the national values and principles of governance outlined in Article 10 of the Constitution.

"Any attempt to assume authority or exercise power outside the framework of the Constitution is unlawful. We all have a solemn duty to uphold and defend the Constitution, not just in word, but in action," he warned.

Is there bad blood between Oduol and Orengo?

Oduol also addressed past differences between him and the governor, admitting that disagreements had emerged.

He, however, stressed that they had not shaken his respect for the office or his dedication to serving the people of Siaya.

"While the disagreements are regrettable, they do not diminish my deep respect for his office, nor do they distract from our collective commitment to serve. I remain open to dialogue guided by mutual respect and the institutions we serve," he wrote.

Oduol said he would engage Orengo in consultations upon his return and also proposed a structured dialogue with the county assembly to reaffirm the functions of their respective offices.

He further assured residents of his continued service, grounded in diligence, humility and fidelity to the law.

"I shall continue to discharge my duties faithfully and in full alignment with the lawful instructions of the governor, in service of our people," he added.

Oduol was unceremoniously impeached by the county assembly in June 2023 after falling out with the governor. However, he was reinstated by the Senate due to insufficient evidence to substantiate the allegations levelled against him.

Before ouster, the DG had accused the governor of mismanaging county funds and awarding tenders to cronies to receive kickbacks.

Did Governor James Orengo resign?

In a related development, TUKO.co.ke reported that Okode addressed rumours claiming Orengo had resigned.

The claims surfaced after a letter, allegedly signed by the governor, circulated online, sparking concerns about his health and his continued stay in office.

Okode dismissed the letter as fake and said it had no official basis. He explained that Orengo had not submitted any resignation and insisted the governor was still in office.

He added that Orengo was temporarily out of the country on personal matters and that county operations remained uninterrupted during his absence.

The speaker blamed political saboteurs for fuelling misinformation and accused them of trying to undermine Orengo’s administration.
